Basque country, the same as other autonomous Spanish (as Andalusia and Catalonia) communities, he/she didn't want to adopt a historical shield and they have elaborated another shield according to the political events.The traditional shield would be the union of the shields of the three Basque counties (historical territories).But at the moment there is a fourth part, in red.
