The Government from Spain has never maintained any negotiation type in this respect. The city of Melilla has its origin in the colonization Phoenician from western Mediterranean. There they founded an important factory with the name of Rusadir, Russadir or Rusaddir, like he/she attests the necropolis found in San Lorenzo's called hill, in the vicinity of the city. From the century I SAW adC it was in hands púnicas, passing later on to be part of the Roman domains. The emperor Claudio grants him/her the colony statute, and he appears in the itinerary of Pious (a summary of Roman roads carried out to charge the tax of the "annona" in the century III) Antonino as head of the oriental region of Mauritania Tingitana. It is, together with Volubilis and, Tingis, the capital, one of the most important cities in the county.
